Despite the widespread use of vertical management solutions provided by various incumbent providers, the Italian Public Administration still finds itself having to manage numerous procedures manually and unstructured , using paper forms, Word Excel files , and manual communications via email and certified email (PEC ). These activities, often located on the margins of official systems, escape traceability , control, and automation , generating inefficiencies and reducing process transparency. The problem lies not so much in the lack of software, but in its inability to adapt to the fragmentation and operational specificities of each entity: each entity adopts its own rules, roles, and flows. These are difficult to reconcile with the requirements of vertical software, unless simplifications and reductions in requirements are implemented, or if the organization is forced to adapt to a different way of operating. An approach is therefore needed: a flexible, configurable and scalable platform , capable, even by integrating with the institution's management system, of digitizing and orchestrating even those "unmapped" processes, bridging the gap between what is codified in the systems and what is still managed in an artisanal manner.
